Coming into force in accordance with article 1(2) and (3)
Under section 58(4) of the Local Democracy, Economic Development and Construction Act 20091 (“the Act”) the Local Government Boundary Commission for England2 (“the Commission”) published a report dated March 2022, as amended in May 2022, July 2023, and further reissued in September 20233, stating its recommendations for changes to the electoral arrangements for the borough of Stockton-on-Tees. The May 2022 Recommendations were given effect to by way of the Stockton-on-Tees (Electoral Changes) Order 20224. In light of the publication of the revised September 2023 recommendations, the Commission is giving effect to those revised recommendations by way of this Order.
A draft of the instrument has been laid before Parliament and a period of forty days has expired since the day on which it was laid and neither House has resolved that the instrument be not made.
The Commission makes the following Order in exercise of the powers conferred by sections 59(1), 59(4) and 59(5)(c) of the Act.
Citation, commencement, extent and application 1

This Order may be cited as the Stockton-on-Tees (Electoral Changes) Order 2023.

This article, article 2 and article 3 come into force on the day after the day on which this Order is made.

The remainder of this Order comes into force—
a
for the purpose of proceedings preliminary or relating to the election of councillors, on the day after the day on which this Order is made;
b
for all other purposes, on the ordinary day of election of councillors in England5 in 2027.

This Order extends to England and Wales but applies in relation to England only.
Revocation and saving provision 2

Subject to paragraph (2), the Stockton-on-Tees (Electoral Changes) Order 2022 (“the 2022 Order”) is revoked.

Notwithstanding the revocation in paragraph (1), any person elected as a councillor for any ward or parish ward further to provision made in the 2022 Order is to remain in post as a councillor as if the 2022 Order were still in force.

In this Order, “the map” means the map marked “Map referred to in the Stockton-on-Tees (Electoral Changes) Order 2023”, held by the Local Government Boundary Commission for England6.

Where a boundary is shown on the map as running along a road, railway line, footway, watercourse or similar geographical feature, it is to be treated as running along the centre line of the feature.

The existing wards of the borough of Stockton-on-Tees are abolished.

The borough of Stockton-on-Tees is divided into the 27 wards listed in the first column of the table in Schedule 1.
