2.—(1) These Regulations extend to England and Wales, Scotland and Northern Ireland, subject to paragraph (2).
(2) Regulation 43 extends to England and Wales only.
(3) Part 5 makes provision about how Parts 2 and 3 apply in relation to Wales and Scotland.
