14On the consideration of any application for the grant or renewal of any such permit or licence as aforesaid, the appropriate authority may take evidence on oath and may make such order as they think fit for the payment of costs or, in Scotland, expenses by or to the applicant to or by any person who made an objection to the grant or renewal which was not withdrawn before the day referred to in paragraph 11 (b) of this Schedule ; and any costs ordered by an authority in England to be paid under this paragraph shall be recoverable summarily as a civil debt.
