X11In the Highways and Locomotives (Amendment) Act 1878, in section 26, for the words from the beginning to “and” where first occurring there shall be substituted the words “The council of a county or county borough may, with respect to all or any of the highways in their county or borough, and the Greater London Council, the council of a London borough or the Common Council of the City of London may, with respect to all or any of the high-ways for which they are the highway authority, make and”.
