Any function vested by this Act in licensing justices or the justices F1acting in any local justice area shall be exercisable by a majority of the justices present at a meeting assembled for the purpose.

F2..., any river or water lying between, or forming the boundary between, two or more F3local justice areas shall for the purposes of this Act be deemed to be in each of those areas.
