(1)The Secretary of State may pay such sums in respect of the expenses of [F1Scottish Natural Heritage] as he may, with the consent of the Treasury, determine.
(2)There shall be paid out of moneys provided by Parliament—
(a)any expenses incurred by the Secretary of State under this Act; and
(b)any increase in the sums payable out of moneys so provided under any enactment relating to local government in Scotland F2....
