Notwithstanding anything in the preceding provisions of this Schedule, a club or institute shall not be registered under Part III of this Act, and the registration of a club or institute thereunder shall not be renewed, except on payment by the applicant to the F1chief executive to the licensing authority of the fee chargeable in accordance with section 48 of this Act.
