SCHEDULE 1 The New Authorities

The Scottish Group shall consist of—

a

a chairman appointed by the Secretary of State; and

b

not more than ten nor less than five other members appointed by the Secretary of State after consultation with the chairman.

The chairman and other members of each of the new authorities shall be appointed from among persons who appear to the Minister or, as the case may be, the Secretary of State to have had wide experience of, and to have shown capacity in, transport, industrial, commercial or financial matters, applied science, administration or the organisation of workers.

In appointing the chairman and other members of any of the new authorities the Minister or, as the case may be, the Secretary of State shall have regard to the desirability of having members who are familiar with the special requirements and circumstance of particular regions and areas served by the authority in question. . . The provisions of Part I of Schedule 1 to the Act of 1962 (which relate to the constitution and proceedings, and to the members, of the Boards) shall have effect as if each of the new authorities were one of the Boards, F4but in relation to the Scottish Group as if for any reference therein to the Minister there were substituted a reference to the Secretary of State.
