It shall be the duty of the owner of the offshore installation, and of the installation manager and of F2every person who, in relation to the installation, is a concession owner,to ensure that the provisions of regulations under this section are complied with, and, if regulations under this section are contravened in any respect in relation to an offshore installation when it is within F3controlled waters, the owner of the offshore installation, the installation manager and F2every person who, in relation to the installation, is a concession owner shall each be guilty of an offence under this section, and shall be liable—
