In relation to matters specified in the first column of the Table below (being matters mentioned in section 45(1) of this Act which may be referred to a Planning Inquiry Commission under that section) “the responsible Minister or Ministers” for the purposes of sections 45 and 46 of this Act are those specified opposite in the second column of the Table.

Where an entry in the second column of the Table specifies two or more Ministers, that entry shall be construed as referring to those Ministers acting jointly.
