Powers to amend laws established by custom E+W

4 (1) A qualifying resolution may amend the law relating to rights of admission to freedom of a city or town where the law is established by custom. E+W

(2) The power in sub-paragraph (1) above does not include power to make an amendment which could be made under paragraph 2(3) above.]
