An order may declare it to be unlawful, except to such extent and in such circumstances as may be provided by or under the order,—
a
to give or agree to give in other ways any such preference in respect of the supply of goods or services, or the giving of orders for goods or services, as may be specified or described in the order, or
b
to do anything so specified or described which appears to the appropriate Minister to amount to giving such preference,
or to procure others to do any of the things mentioned in sub-paragraph (a) or sub-paragraph (b) of this paragraph.
