In section 26 (supplementary provisions regarding byelaws), for subsection (9), there shall be substituted the following subsection—

Byelaws made by the Secretary of State under subsection (7) or (8) of this section shall have effect as if they had been made by the authority concerned and confirmed by the Secretary of State
