20The Secretary of State shall pay to the Board expenses incurred or to be incurred by it under paragraphs 11 to 14 above and, with the approval of the Minister for the Civil Service given with the consent of the Treasury, shall pay to the Board such sums as the Secretary of State thinks fit for enabling the Board to meet other expenses.
