(1)The Secretary of State may direct a [F2Health Authority or Special Health Authority]] to exercise on his behalf such of his functions relating to the health service as are specified in the directions, and F3. . . it shall be the duty of the [F4Health Authority or Special Health Authority] to comply with the directions.
