25 Power of authority to provide public wells.S

(1)A district council or a water authority may construct and maintain public pumps, wells, stand-pipes or other works for supplying water for the use of the inhabitants within their district or, as the case may be, their limits of supply.

(2)An islands or district council may erect and maintain or authorise to be erected and maintained in any [F1road] or public place within their area or district any drinking fountain or trough; but [F2there shall be no such erection by the district council without the roads authority’s consent] which consent shall not be unreasonably withheld.
