No person shall be qualified to be appointed to the legal panel unless he possesses such legal qualifications as the Lord Chancellor considers suitable, and no person shall be qualified to be appointed to the welfare panel unless he has had such experience in children’s welfare work as the Lord President of the Council considers suitable.

An officer of any government department shall be disqualified from being appointed to either of the said panels.
