16In section 65(1) of the Town and Country Planning Act 1971 (under which a local planning authority may serve on the owner and occupier of a garden, vacant site or other open land a notice requiring the taking of steps for abating injury to amenity)—
(a)the words " district planning authority or the council of a London borough " shall be substituted for the words " local planning authority " ; and
(b)the word "they" shall be substituted for the words " the authority ".
