Where a highway in a London borough or the City becomes or ceases to be a metropolitan road, the council of the borough or the Common Council, as the case may be, and the Greater London Council may agree for the transfer to the new highway authority for the highway from the former highway authority of such property and liabilities relating to the highway, on such terms and conditions, as may be specified in the agreement.
