1 General powers of Ministers to make orders.
The Ministers may make such orders as they think fit—
a
generally for the better execution of this Act, or for the purpose of in any manner preventing the spreading of disease; and
b
in particular for the several purposes set out in this Act, and for prescribing and regulating the payment and recovery of expenses in respect of animals.
