The Secretary of State may by order specify sheep genotypes which, in his opinion, are more susceptible than other sheep genotypes—
(a)to infection by transmissible spongiform encephalopathies generally, or by a particular form of transmissible spongiform encephalopathy, or
(b)to becoming carriers.]
