(4)Any statutory instrument containing regulations or an order made under any provision of this Act, except an order made under section . . . F4 76(2) of this Act . . . F5, shall be subject to annulment in pursuance of a resolution of either House of Parliament.

(a)make different provision for different cases; and
(b)contain such incidental and supplemental provisions as the Secretary of State considers expedient for the purposes of the regulations.
