3Within 28 days after the day of election every candidate shall send to the proper officer of the authority for which the election is held a return of all election expenses incurred by the candidate or his agents vouched (except in the case of sums under £1) by bills stating the particulars and receipts and accompanied by a declaration by the candidate as to election expenses.
