a

the returning officer shall, within 10 days after the end of the time allowed for F2delivering to him returns as to election expenses, publish in not less than two newspapers circulating in the constituency F3or electoral area for which the election was held, and shall send to each of the election agents, a notice of the time and place at which the returns and declarations (including the accompanying documents) can be inspected; but

if any return or declaration has not been received by the returning officer before the notice is dispatched for publication, the notice shall so state, and a like notice about that return or declaration, if afterwards received, shall within 10 days after the receipt be published in like manner and sent to each of the election agents other than the agent who is in default or is agent for the candidate in default.
