[F19U.K.Where—
(a)any notice required by section 35E(1) or 39(2) of this Act [F2or paragraph [F35A(3E) or] 5C(5) above] to be served on a person by the Registrar [F4or the MPTS] is served on him by sending it by post; and
(b)the Registrar is [F5or (as the case may be) the MPTS are] satisfied, on an application of that person, that the person did not receive the notice within 14 days beginning with the day of the giving of the decision to which the notification relates,
the Registrar [F6or (as the case may be) the MPTS] may, if [F7he or they think] fit, by authorisation in writing extend the time within which an appeal under section 40 of this Act [F8or paragraph [F95A(5) or] 5C(7) above F10...] may be brought against the decision.]
