Any regulations under this Part of this Act shall be made by statutory instrument.

No regulations which include provisions authorised by section 1 (2) above shall be made unless a draft of the regulations has been laid before and approved by a resolution of each House of Parliament.

A statutory instrument containing regulations under this Part of this Act, not being regulations to which subsection (2) above applies, shall be subject to annulment in pursuance of a resolution of either House of Parliament.

Regulations under this Part of this Act may make different provision for different cases or circumstances, and may contain such incidental, supplementary or transitional provisions as the Secretary of State thinks fit.

Before making any regulations under this Part of this Act the Secretary of State shall consult such bodies representing local education authorities as appear to him to be appropriate.
