24The Secretary of State may make regulations with respect to the procedure in connection with the making by him—

(a)of any order made by virtue of paragraph 3 or made under paragraph 7 of this Schedule, or

(b)of any order which he is authorised to make with respect to [[F1roads for which he is the traffic authority] under any of the provisions referred to in paragraph 20(1) above,

or with respect to the procedure in connection with appeals to him by district councils under sections 39 and 54 of this Act.
