Any power to make an order conferred on F1. . . an authorised authority by any of the provisions specified in F1. . . paragraph 1 above shall, subject to sub-paragraph (2) below, be exercisable by the F2national authority as well as by the F3authorised F1. . . authority.

No order shall be made by virtue of sub-paragraph (1) above except for the purpose of securing the object of a direction under paragraph 2 above given to F1. . . an authorised authority with which the F1. . . authority have failed to comply.
