31E+W+SBefore making an order to which this Part of this Schedule applies, the local authority—
(a)[F1shall consult with the traffic [F2commissioner] for any traffic area constituted for the purposes of the Public Passenger Vehicles Act 1981 in which the area, or any part of the area, of the local authority is situated, and]
(a)[F1shall consult the senior traffic commissioner appointed under section 4A of the Public Passenger Vehicles Act 1981, and]
(b)if the local authority’s area is situated wholly or partly within an area [F3which is [F4an integrated transport area or] a passenger transport area for the purposes of Part II of the Transport Act 1968, shall consult with the Passenger Transport Executive for [F5that area].]
