In sections 83 to 85 of this Act “local authority”—
(a)in relation to a road in Greater London, means [F1the council of the London borough or the Common Council of the City of London];
(b)in relation to a road elsewhere in England and Wales, means the council of the county [F2or metropolitan district]; and
(c)in relation to Scotland, means the local highway authority.
