Section 44.

SCHEDULE 4Rent Assessment Committees

1The Secretary of State shall draw up and from time to time revise a panel of persons to act as chairmen and other members of rent assessment committees.

2There shall be one panel for the registration areas in Scotland.

3The panel shall consist of a number of persons appointed by the Secretary of State, and, if the Secretary of State thinks fit, a number of persons appointed to act only in case of absence or incapacity of other members of the panel.

4The Secretary of State shall nominate two of the persons on the panel to act as president and vice-president of the panel.

5Subject to the following provisions of this Schedule, the number of rent assessment committees to act for any registration area and the constitution of those committees shall be determined by the president of the panel or, in the case of the president's absence or incapacity, by the vice-president.

6Subject to paragraph 7 below, each rent assessment committee shall consist of a chairman and one or two other members.

7The president of the panel may, if he thinks fit, direct that when dealing with such cases or dealing with a case in such circumstances as may be specified in the direction, the chairman sitting alone may, with the consent of the parties, exercise the functions of a rent assessment committee.

8There shall be paid to members of a panel such remuneration and allowances as the Secretary of State, with the consent of the Treasury, may determine.

9There shall be paid to or in respect of members of a panel, such sums by way of pensions, superannuation allowances and gratuities as the Secretary of State may, with the approval of the Treasury, determine.

10There shall be paid to any member of a panel who ceases to be a member otherwise than on the expiry of his term of office, where it appears to the Secretary of State that there are special circumstances, such sum as the Secretary of State may, with the approval of the Treasury, determine.

11The president of the panel may appoint, with the approval of the Secretary of State as to numbers, such clerks and other officers and servants of rent assessment committees as he thinks fit, and there shall be paid to the clerks and other officers and servants such salaries and allowances as the Secretary of State, with the consent of the Treasury, may determine.

12There shall be paid out of moneys provided by Parliament—

(a)the remuneration and allowances of members of a panel; the pensions, superannuation allowances and gratuities payable to or in respect of members of a panel; any compensation payable to a member of a panel;

(b)the salaries and allowances of clerks and other officers and servants appointed under this Schedule ; and

(c)such other expenses of a panel as the Treasury may determine.
