28In section 160(2) for the words from “the Greater London Council” to “the Council” there shall be substituted the words “the highway authority that any person mentioned in paragraph (a), (b) or (c) of subsection (1) above has caused an unnecessary obstruction for the purposes of this section, that authority”.
