1Offence of cruel tethering
In section 1 of the [1911 c. 27.] Protection of Animals Act 1911 there shall be added in subsection (1) the following words after paragraph (e)

shall tether any horse, ass or mule under such conditions or in such manner as to cause that animal unnecessary suffering;
