10 E+W When it appears to [F1 the Education Transfer Council], in the case of any transfer [F2 under which the transferor is a local authority], that any agreements and instruments required to be made or executed in pursuance of paragraph 2(1) above or in pursuance of a direction under paragraph 3 above have been made or executed, [F3 the Council] shall deliver those agreements and instruments (if any) to the transferee.
