Application of seal and proof of instruments

The application of the seal of the Council shall be authenticated by the signature of the chairman or deputy chairman and that of one other member.

Any document purporting to be an instrument made or issued by or on behalf of the Council and to be duly executed under the seal of the Council, or to be signed or executed by a person authorised by the Council in that behalf, shall be received in evidence and be treated, without further proof, as being so made or issued unless the contrary is shown.
