1(1)The Secretary of State shall make regulations providing for the establishment of tribunals (to be known as [F1valuation tribunals]).E+W
(2)The regulations may include such provision as he sees fit
[F2(a)so far as relating to England, in relation to membership, procedure and other matters relating to tribunals, except staff, accommodation and equipment, and
(b)so far as relating to Wales, in relation to membership, staff, accommodation, equipment, procedure and other matters relating to tribunals.]
