13(1)Where the crime in respect of which the surrender of a fugitive criminal is sought was committed on board any vessel or hovercraft on the high seas which comes into any port of the United Kingdom, the following provisions shall have effect—
(a)this Schedule shall be construed as if [F1the references to the Senior District Judge (Chief Magistrate) or another District Judge (Magistrates’ Courts) designated by him were to any District Judge (Magistrates’ Courts) and those references and the references to a District Judge (Magistrates’ Courts) (apart from that in paragraph 11) included any sheriff in Scotland and any resident magistrate in Northern Ireland;];
(b)the criminal may be committed to any prison to which the person committing him has power to commit persons accused of the like crime;
(c)if the fugitive criminal is apprehended on a warrant issued without the order of the Secretary of State, he shall be brought before [F2any District Judge (Magistrates’ Courts), or the] sheriff or resident magistrate who issued the warrant, or who has jurisdiction in the port where the vessel lies, or in the place nearest to that port.
