(11) Schedule 6 shall have effect with respect to [F3 private] children’s homes.

(12) Schedule 7 shall have effect for the purpose of setting out the circumstances in which a person may foster more than three children [F4 without being treated—

(a)] [F5 for the purposes of this Act and the Care Standards Act 2000,] as carrying on a children’s home [F6 ; and

(b) for the purposes of the Regulation and Inspection of Social Care (Wales) Act 2016, as providing a care home service within the meaning of Part 1 of that Act].
