9 U.K. The requirements in paragraphs 4 and 7 are enforceable by the Authority under section 18.

10 (1) The Authority may from time to time, with the approval of the Secretary of State, issue guidance as to the factors that are, or are not, to be taken into account in determining the extent of any premises for the purposes of paragraphs 4 and 7. U.K.

(2) Before giving approval under sub-paragraph (1) the Secretary of State must consult the Welsh Ministers.]
