Schedule 8 to this Act shall have effect (without prejudice to the provisions of the [1991 c. 60.] Water Consolidation (Consequential Provisions) Act 1991 or to sections 16 and 17 of the [1978 c. 30.] Interpretation Act 1978) for the purpose of making provision in respect of certain cases where trade effluent was discharged in accordance with provision made before the coming into force of the [1989 c. 15.] Water Act 1989.
