2(1)A drainage charge shall not be valid unless notice of the charge is given by the [appropriate agency] in accordance with sub-paragraph (2) below within ten days of the date on which it is raised.E+W
(2)The notice must—
(a)state the amount of the charge and the date on which it was raised; and
(b)be published in one or more newspapers circulating in the area in respect of which the charge was raised.
