No charges, other than those for the purpose of recovering administrative expenses attributable to the exercise by the F3appropriate agency of its functions in relation to the application for the licence, shall be levied in respect of water authorised by a licence to be abstracted for use in the production of electricity or any other form of power by any generating station or apparatus of a capacity of not more than five megawatts.
