In this Part of this Act a reference to the appropriate F4body, in relation to any educational institution, is to be construed as follows—
a
if the institution mainly serves the population of England, the reference is to the Learning and Skills Council for England;
b
if the institution mainly serves the population of Wales, the reference is to the F5National Assembly for Wales;
