The Secretary of State may give boards of management directions of a general or specific character with regard to the discharge of their functions; and it shall be the duty of a board of management to whom any such directions are given to comply with the directions.

A direction given under this section may be varied or revoked by a subsequent direction so given.

A direction given under this section may be addressed to one or to more than one board of management.
