Regulations may make provision person to apply for a national insurance number to be allocated to him.

Regulations under subsection (1) above may require the application to be made to the Department or to the Inland Revenue.

An application required by regulations under subsection (1) above shall be accompanied by information or evidence enabling such a number to be allocated.
