For subsection (9) of section 201 (orders extinguishing right to use vehicles on highway) substitute—

The competent authorities for the purposes of this section are local authorities, and a competent authority shall not make an order under subsection (2) or (8) of this section, if they are not the roads authority, without obtaining the consent of that authority.
