5(1)Any reference in paragraphs 1 to 4 to an offence under the law of any part of the United Kingdom includes a reference to a civil offence (wherever committed) within the meaning of the [1955 c. 18.] Army Act 1955, the [1955 c. 19.] Air Force Act 1955 or (as the case may be) the [1957 c. 53.] Naval Discipline Act 1957.
(2)For the purposes of paragraphs 1 to 4—
(a)convictions which are spent for the purposes of the [1974 c. 53.] Rehabilitation of Offenders Act 1974 shall be disregarded; and
(b)a traffic commissioner may also disregard an offence if such time as he thinks appropriate has elapsed since the date of the conviction.
