No person who is not a member of the Organisation shall be appointed to a committee or sub-committee of the Organisation unless the Secretary of State F1, after consultation with the Scottish Ministers, has consented to the appointment.

Remuneration and allowances paid to members of committees and sub-committees of the Organisation who are not members of the Organisation shall be of such amounts as the Secretary of State may determine.
