There shall continue to be a body known as the Audit Commission for Local Authorities and the National Health Service in England and Wales.

The Commission shall consist of not less than 15 nor more than 20 members appointed by the Secretary of State.

The Secretary of State shall appoint one of the members to be chairman and another to be deputy chairman.

An appointment under subsection (2) or (3) shall be made after consultation with such organisations and other bodies as appear to the Secretary of State to be appropriate.

Schedule 1 has effect with respect to the Commission.
