F12(1)Any person may make objections to [F2, or comments on,] any proposals published under section 28, [F328A,] 29 or 31.E+W
(2)Where the proposals were published by a local education authority—
(a)any objections [F4or comments] under this paragraph shall be sent to the authority within such period as may be prescribed (“[F5the objection period] [F5the representation period] ”); and
(b)within such period as may be prescribed the authority shall send to the relevant committee copies of all objections [F6or comments] made (and not withdrawn in writing) within [F7the objection period] [F7the representation period], together with the authority’s observations on them.
(3)Where the proposals were published by a governing body or promoters, any objections [F8or comments] under this paragraph shall be sent to the relevant committee within such period as may be prescribed.
